OOC faction heads are those people who make 'decisions' on behalf of their factions. They work with their faction to approve TPs, to answer questions, and to help new players when needed. They also set 'entrance' policies for their faction, so they're who you need to speak to about joining. OOC faction heads are not neccessarily the same as IC faction heads, nor are they always game staff, although there is often overlap.
